in all those qualities. It is possible that the word "and" is in the sense of "or"; on the first reading the ruling does not become clear where the excellence lies in only some of them, while on the second it concerns the case where one is superior in one respect and the other in another — and the questioner's question also supports the second case.

What is meant by consensus is agreement in transmission, not in legal opinion. The fame of one of the two narrations among the companions and its repetition in the books of principles is among the grounds of preference, and the practice of the early companions was likewise. What is meant by doubtful matters is matters in which the ruling is doubtful, although the word "doubtful matters" may also include a case in which unlawfulness is possible even though it is outwardly lawful in the law. What is meant by "falling into the forbidden" may be any of the following: that it be taken as a matter of preference and merit; or that what is meant is judging in doubtful matters, the destruction being on account of ruling without knowledge. This portion of the report indicates the preferability, indeed the obligation, of precaution. It has been argued that acting upon a trustworthy report is permissible, but this argument is problematic because the condition of fame is joined to it — that is, the Imam's meaning is that it be both trustworthy and well known; moreover it may be said that in law his word is not relied upon, since he is an unbeliever, even if he is just in his own school. What is meant by the Sunna is the mass-transmitted Sunna. His words, peace be upon him, "fa-arjih" with kasra on the jim and the ha' are from "arjaytu al-amr" with a ya', or from "arja'tu al-amr" with a hamza, both meaning "I postponed it"; on the first the ya' is dropped in the imperative, and on the second the hamza is changed to a ya' and then the ya' is dropped, and the ha' is a pronoun referring to the taking of one of the two reports — or with sukun on the ha', likening the separate to the attached; or from "arjaha al-amr", that is, he put a matter off from its time, as al-Fayruzabadi mentioned, though he alone said it and I have not found it in anyone else's words. Al-Tabarsi says: This report is hypothetical, since it very rarely happens that two differing reports come on a ruling and both agree with the Book and the Sunna — as in the ruling on washing the face and the hands in ablution, where one report says each is to be washed once and the other says twice, and the apparent sense of the Qur'an does not conflict with either, since the content of both reports is possible; such cases do exist in the rulings of the law. As for the Imam's words "halt, or postpone, until you meet the Imam", what is meant is if access to the Imam is possible; and if it is not possible and the Imam is in occultation,
