At that point the Imam placed his hand upon his mouth. I said: Why? He said: The Messenger of God, may God bless him and his family, has brought the ruling of everything up to the Day of Resurrection.
Apparently "ha" is a particle of calling attention, and the placing of the hand upon the mouth is an indication of silence. As for what some have said, that "ha" is a noun of command meaning "take" and the gesture is to indicate the place of taking — its far-fetchedness is not hidden.

Al-Mahasin: Muhammad b. al-Tayyar says: Imam al-Baqir, peace be upon him, said to me: Do you dispute with people? I said: Yes. He said: Do you answer everything they ask you? I said: Yes. He said: Then where is the door of referring back?
Al-Mahasin: Al-Bazanti says: One of our companions asked al-Imam al-Rida, peace be upon him: When we hear a report or a narration, may we also use analogy upon it? The Imam, peace be upon him, forbade it and said: In that case the referring back of matters would belong to the people of analogy, and no one else would count for anything.
That is, all matters go back to the Infallible Ones, peace be upon them, and it is obligatory to refer to them in difficulties, since beside them no one counts for anything. It is also possible that the sense of the hadith is this: when you answer every question and use analogy, no place remains for the People of the House, peace be upon them.
Al-Mahasin: 'Uthman b. 'Isa says: I asked al-Imam Musa al-Kazim, peace be upon him, about analogy. He said: What have you to do with analogy? Truly God is not questioned as to how He made something lawful or unlawful.

Al-Mahasin: Muhammad b. Bishr al-Aslami says: I was with Imam al-Sadiq, peace be upon him, when Waraqa asked him a question. The Imam said: Your group impose the lawful upon the practice, whereas we follow the narrations of the Prophet.
"Tahmiluna al-halal" is so in the copies, but in the copy of al-Khisal and in another report "takhmiluna al-halal" is used. On the first reading its sense is that you impose qualities and rulings upon the practice while no such thing exists in the practice; or better, you measure things by analogy against what has come in the practice, and this is an imposition upon the practice. On this basis, perhaps what is meant is that you take a lawful thing concerning which no command or prohibition has come and assign it to what a command or prohibition has come concerning — that is, you use analogy.
